| 摘 要： | 市委五届六次全体(扩大)会议审议通过了《关于学习贯彻“三个代表”重要思想，加快推进淮北经济跨越式发展的决定》，确定在新世纪头20年，建设成为现代化工业商贸旅游城市和百万人口城市。本文就建设百万人口城市的必要性、可行性和应该正确处理的几个关系进行了全面的论述。
