战略性新兴产业的理论基础与培育模式研究

摘    要:战略性新兴产业有着深厚的理论基础,其培育模式有三种,即政府主导型、市场推进型、政府与市场共推型,每一种模式各有优劣。我国培育与发展战略性新兴产业的理想模式是政府与市场共推型。同时,在发展战略性新兴产业的过程中,要处理好四对关系,即战略性新兴产业培育与传统产业升级换代的关系,战略性新兴产业培育与区域可持续发展能力建设的关系,战略性新兴产业培育与区域合作的关系,战略性新兴产业培育与提高地区财政收入的关系。

Abstract:The newly emerging industries of strategic importance have deep theoretical basis, the cultivated modes contain 3 types, namely the government predominance type, the market propulsion type, government and market push type. The three modes mentioned above have their advantages and disadvantages. In China, the ideal mode of cultivating and deveolping newly emerging industries of strategic importance is government and market push type. At the same time, in the process of deveolping newly emerging industries of strategic importance,we must handle, the four relations as follows, the relation between cultivating the newly emerging industries of strategic importance and upgrading the traditional industries, the relation beween cultivating the newly emerging industries of strategic importance and constructing the capability of sustainable development in a region, the relation beween cultivating the newly emerging industries of strategic importance and coorperating with regions and the relation beween cultivating the newly emerging industries of strategic importance and increasing receipts of the local government.
