| 摘 要： | 自从党的十七大提出改善民生以来，民生问题成为热门话题，民生财政的概念应运而生。民生财政应立足于基本公共服务均等化，基于特殊的、现实的国情，它是财政分配落实科学发展观的客观要求。民生财政应贯穿于财政分配全过程，包括收入、支出和制度。民生财政应着力于优化财政支出结构，注重民主财政建设，实现财政运行公开、透明，健全民众需求表达机制，完善财政的民主决策机制。

| Abstract: | Livelihood issue has been a hot topic since the 17th national congress of CCP,and the concept of the civil finance.Civil finance has many characteristics based on the unique and realistic condition,which is the objective demand of the scientific development view.Therefore,we have to pay attention to the civil finance. |
