| 摘 要： | 清末，关内地少人多，自然灾害和战乱不断，造成移民大规模涌入蒙古科尔沁地区。传统的针对这一地区的封禁政策此刻完全失去了作用。面对这种情况，清政府决定全面开放蒙古科尔沁地区。

Faced with this situation, the Qing government had decided to open up Mongolia Horei area. |
