| 摘 要： | 《管子》的主旨是政治“至善”，其目的是想建立一个人人有德行、人人有幸福的“天下治”的理想社会。在这种政治“至善”观的指引下，《管子》一方面重视社会财富的丰富，另一方面提出富国富民并重的理念，通过行业、市场、赋税制度、轻重术、侈靡法实现财富的多层次分配。其财富生产和财富分配的关系，财富分配中的“义”与“利”的关系，“富国”与“富民”的关系，对于今天的“分配正义”的思考有很好的启发意义。
