略论我国广播电视大学之管教权

在普通高等教育中，高等院校的管教权与学生权益之间的冲突时有发生，广播电视大学与普通高等教育有所不同，在实施管教权方面遵循的是“有所为有所不为”的原则，但实施过程中与学生之间的冲突同样存在。广播电视大学的管理和教育具有与传统高等院校不同的特点，目前还没有人以广播电视大学的管教权作为相对独立的对象提出来加以研究。本文将以广播电视大学的管教权为中心，立足从广播电视大学管教权的合法化展开论证。

Discussion on the Power of Ruling and Educating in RTVUs

Common high education institutions, while implementing the power of ruling and educating, always conflict with the students＇ right. Being different from them, Tianjin Radio and TV University follows the principle： something we can do and something not.However, the conflict with the students is still in existence.TianjinRadio andTV University has its own characteristic to implement the power of ruling and educating.Until now no one has clone any researches onTianjin Radio andTV University while implementing the power of ruling and educating as a self-existent object. The article takes the power of ruling and educating of Tianjin Radio and TV University as an example and tries to prove its legalization.
