| 摘 要： | 美国的政府信息化建设强调效率和服务，信息资源管理在美国政府信息化进程中占有十分重要的地位。同时，美国以法律、法规作为政府信息化进程中的规范手段和保障条件。我国政府信息化进程中存在的问题是多方面的，既有理念和认识方面的问题。也有操作层面和制度保障方面的问题。
