培养和选拔优秀中青年干部的战略思考

我国是发展中的社会主义国家，苏东剧变的经验教训以及当前国内外的态势都要求我国应当把培养和选拔优秀中青年干部作为我们党和国家坚持社会主义道路的一项既重要又紧迫的战略任务。应当排除培养和选拔优秀中青年干部片面的，错误的观念，建立起一套科学和完整的标准和制度。一要德才兼备，但不求全责备，二要讲资历，但更要重能力，三要讲台阶，但不唯台阶，四要任人唯贤，不任人唯亲，五要坚持标准，但又不拘一格。

Our nation is a developing socialism country. We have learned much from the upheaval in former Soviet Union and East Europe. We are also clear in our mind what is happening home and abroad. Therefore, our nation should regard the selection of excellent middle-aged and young cadre as an important and urgent stratagemical task in the building of our socialism country. We should banish some unilateral and wrong conception in the selection and set up a set of scientific and complete criteria and system. First, the cadre should have both ability and moral integrity, but the selection should not be too hypercritical. Second, longevity is important, but capability is vital. Third, sequence is a reference factor, but not all. Fourth, the selection should base on one's virtue, not on one's relation. Fifth, the criteria should be insisted, but we should not only stick to one pattern.
