| Abstract: | Germany is facing many challenges and opportunities as well in the new century. This article is based on the analysis of the challenges and opportunities, and explains the weaknesses of German specialized higher education institutions in the contemporary era. It also introduces the reform measures on the tuition system, the broadening of specialization directions, the personnel and salary management and the internationalization of the institutions. |
