摘    要:高校人事管理改革面临深层的结构性问题,需要理念的创新.战略性人才资源管理的基本理念是:战略匹配、文化整合、价值识别、团队开发.其基本任务是:引进人才、组建队伍、营造环境、考核约束.改革以制度约束为前提,次优激励制度的安排是一种可行的有效制度改革选择.

Abstract:The process of reforming our universities personnel management,there posed a structural problem which will be solved through changing our ideas.This paper puts forward some basic ideas in managing our personnel system: strategic match;stratagems and culture;value recognition;team development.In details: introduces the talented person;sets up the troop;builds environment;inspection restraint.The reform takes the system restraint as a premise,the superior drive system's arrangement is the only feasible effect...
