国际教育援助视野中的基础教育变革

变革是国际教育援助的本质属性,30年来国际教育援助在我国基础教育发展和变革中发挥了重要作用。近10年,国际教育援助在变革的内容、路径、重点、机制和方法方面呈现出新的特征。以2000年来我国西部国际教育援助项目为佐证,对这一时期的援助实践进行了梳理和反思,认为＂关注质量、变革重心下沉学校层面、以学校制度变革为中心、系统干预＂是国际基础教育发展和变革的趋势,援助项目的经验对我国当下的基础教育变革有着较强的现实意义。

Transformation in Basic Education in View of the International Aid for Education

Transformation is the intrinsic attribute of the international aid for education.In the past 30 years,the international aid for education played an important role in the development and transformation of China＇s basic education.In the past decade,the international aid for education showed new features as to the contents,means,stresses,institutions and methods of transformation.This article,by a comprehensive analysis of and reflection on the aid projects for basic education in western China enforced since the year 2000,holds that the trend of international basic education development and transformation is＂quality-oriented,shifting the focus of transformation to schools,laying emphasis of transformation on school institutions,and enforcing systematic interventions.＂The experience from the projects is of practical significance to China＇s basic education transformation.
