| 摘 要： | 以厦门为例，分析了我国保障性社区在配备公共服务设施时遇到的实际困难，从规划层面、市场层面以及政策层面等进行探讨，试找出解决问题的一般方法，力求完善保障型社区公共服务设施的建设制度并提高其使用效率。

| Abstract: | Taking Xiamen city as the example ,the essay analyzes the difficulties which the government faces w hen allocating public facilities in government-subsidized community .Exploring from the levels as ur-ban planning ,market and policy ,some general methods are proposed to ensure the construction of the sys-tem and to improve the efficiency in practical usage . |
