供需对接视角下科技成果转化交易履约测度分析

基于科技成果转化调研数据,从供需对接视角出发,构建转化交易中影响供需双方履约意愿的指标体系;在此基础上,通过仿真数据模拟供需双方的履约意愿,得出最符合履约评级客观规律的供需双方权重比是0.3:0.7,且供需内部指标权重平均分布;最后,设计供需履约评级系统,以期为科技成果转化交易中供需双方的履约意愿提供事前预测,进而在后续谈判中针对性设置合同条款.

Research on Implementation of Technology Transfer Contract:From the Perspective of Matching Supply and Demand Parties

With the rapid expansion of the scale of the university technology transfer, the problem of contract implementation between supply and demand parties had become increasingly prominent. Based on the technology transfer research data, this paper built an index system that reflects the willingness of both supply and demand parties to perform in the technology transfer transaction. By simulating the contract implementation of both parties through simulation data, this paper found that the factor weight of both parties that meets the regulation of contract implementation rating is (0.3: 0.7). In addition, the factor weight of both supply and demand parties are evenly distributed. Finally, this paper designed a contract implementation rating system to predict both supply and demand parties" willingness. This system could provide necessary advice in terms of specific contract designing in the follow-up negotiations.
