| 摘 要： | 创业政策结构与创业活动结构有一定同构性，可以运用创业活动的基本维度及其分维度的具体组合来构建创业政策体系的一般框架。大学生创业政策体系建构应确立“关口前移、强化激励、优惠创建、重在服务、必要规范”的指导思想。应依托大学生就业工作体系和全民创业工作体系，建立健全支持大学生创业政策体系实施的组织结构、运行机制和整合模式，以教育政策为基础，以金融政策为核心，以财政政策为保障，有重点地实施大学生创业政策。
