农地产权载体创新研究:基于委托-代理视角

在配套改革尚未完善的大背景下,新一轮农村改革能否有实质性的推进,如何推进?解决"三农问题"、社会主义新农村建设、构建和谐社会等归根揭底都与农村土地制度问题休戚相关.从目前的状况来看,在理论界与政策制定者中还没有形成一种最优改革路径的共识.因此,构建了"国有永典制"的委托-代理模型.比较分析了"家庭联产承包责任制"和"永典权制".得出了:"永典权制"和"家庭联产承包责任制"相比是一种较优的激励契约.从而提出了中国农村体制改革关键环节上取得突破,就是要在坚持农村土地公有制的框架下,探索更有效的公有产权载体创新--有中国特色"国有永佃制".
