伦敦城市雾霾治理的阶段、经验及对北京的启示

针对城市雾霾,伦敦采取了法律治理、政策治理、技术治理、绿色治理、社会治理五种手段铁腕治理,终于实现了由雾都变成绿都。借鉴伦敦雾霾治理经验,北京应采用加强法制建设、完善治理政策、严控尾气排放、发展绿色公交、使用清洁能源、加强绿地建设、重视群众参与、实现四个转变等手段不断加大对雾霾的治理力度。

The Implication of the Stages and Experience of London's Combat Against Smog for Beijing

London succeeded in tackling the smog in the city by taking the following measures: the rule of law, the regulation of policies, the application of technology, the adoption of green techniques and social collaboration. Based on London''s experience, Beijing is advised to strengthen the construction of legal system, perfect the relevant policies, strictly control emissions, develop green public transportation, use clean energies, create more green land, and encourage public participation in order to cope with smog.
