国有企业约束机制探讨

本文认为 ,在社会主义市场经济条件下 ,应建立完善的产权约束机制、市场约束机制和法律约束机制来约束企业的经营行为。然而受行政关系的制约 ,现行国有企业运行机制中却存在着产权约束“虚置”和市场约束“软化”的约束矛盾。所以 ,理顺和强化产权约束关系和市场约束关系 ,是实现国有企业运行机制转换的关键

On the Restrained Mechanism of State-owned Enterprises

The author argues that the state-owned enterprises behivors should be restrained by perfect property rights、market and law mechanism in Socialist market economy. But due to administrative control, the present operative mechanism of state-owned enterprises is hard to work properly. So,it's the key of the enterprises's mechanism transition to Keep and strengthen property rights restraint and market restraint.
