| 摘 要： | 教师专业自主权是基于教师职业特性的应有权利。从应有权利到现实权利，既是教师专业化的内在动因及重要条件，也是教师专业化程度的重要标志。目前，从应有权利到现实权利的转化，仍是一个尚未完成的极其漫长而又复杂的过程，并超越了教育自身的范畴，交织着一个国家的政治法律制度、社会经济形态和文化传统等要素，这种转化既有教育发展和教师队伍建设专业化的客观必然性，同时也是教师作为权利主体为实现权利所进行的不断奋争的结果。
