| 摘 要： | 提高教育资源利用效率是政府调整基础教育规模布局的动因。其结果产生了正的外部效应和负的外部效应。复式教学，既可提高教育资源的利用效率，又能避免基础教育规模布局调整的负的外部效应的产生。
