科技教育措施与"科教兴琼"战略--美国以色列和东盟的经验

海南实施“科教兴琼”战略以来,取得了显著成效,但仍然存在资金和投资人才政策效应不明显,引导机制失效陷等政策机制上的问题。海南继续实施“科教兴琼”战略必须认真解决这些问题,大力发展科技教育既是首要选择,美国、以色列、东盟五国等大力发展科技教育的经验值得借鉴。

Measures for Education in Science and Technology and the Strategy for " Revitalizing Hainan through Science and Technology"

Since the implementation of the strategy for "revitalizing Hainan through science and technology", remarkable achievements have been secured. There are, however, many problems in the policy mechanism, such as the inadequacy of fund raising and investment encouragement, the vague policy effect of motivating talented persons to make more contribution, etc. The continuous implementation of "revitalizing Hainan through science and technology" in Hainan involves solving the aforesaid problems. To that end, the vigorous development of science and technology is the first choice, and it is worthwhile to draw on the experience of vigorously developing science and technology in US, Israel and five ASEAN countries.
