贫困县区开发人力资源的理性思考

摘    要:实施以人为本的人力资源开发战略是提升贫困县区区域经济竞争力和促进当地社会发展进步的关键。本文针对贫困县区当前在人力资源开发中存在的主要偏差,逐一指出纠偏的方法、途径;强调摸清人力资源、发展职业教育、推广新技术和突出技能培训在贫困县区开发人力资源和尽快脱贫致富中的重要作用。

Abstract:To implement people-first strategy of manpower resource development is the key to promoting the competitiveness of regional economy and social progress in poverty-stricken counties. However, there are some deviations concerning the implementation of this strategy in those areas. This paper pointed out in turn the ways to rectify these deviations and to lay emphasis on the significance of making plain the current human resources, developing vocational education, popularizing new technology and highlighting technical training in the development of human resources and shaking off poverty and setting out on the road to prosperity.
