| 摘 要： | 高校在改革和发展的过程中，滋生了很多不和谐的现象。如果从制度供给的角度来看，大学章程的缺失或“虚位”可以说是高校不和谐的重要根源之一。为此，必须把大学章程建设作为构建和谐高校的重要内容。大学要有独立自主地探索自己教育哲学的意识，强化师生员工照章办事的意识，建立健全大学章程的制定和修改机制，依据章程加强学校制度体系建设，这是加强大学章程建设、保障和谐高校的重要环节。
