| 摘 要： | 网络民主具有形式上的虚拟性、态势上的交互性、组织结构上的非权威性等特点,其积极影响与消极影响并存。对网络民主需要实行立法规范、政府监管、行业自律等多元调控方式,兴利除弊,使网络民主逐步走向规范之道,健康之道,理性之道,秩序之道。

| Abstract: | Cyber democracy has virtual characteristic in form,reciprocal one in mode and non-authoritative one in organized system,therefore,cyber democracy has both positive and passive influence on the society.Cyber democracy should be regulated by legislation,government's supervision and the trades' self-discipline.The effective exercise of the multi-regulating methods will promote what is beneficial and abolish what is harmful to make the cyber democracy more normative,suitable,rational and orderly than ever. |
