| 摘 要： | 邵力子主政甘肃，受任于“九一八”事迹之后、国人“开发西北”呼声日高之时。其时，甘肃军队林立，局面复杂。邵氏主政，致力于军政与财政的统一。然而，由于地方实力派的情葛阻挠及中央政权的支持乏力，成效甚微。邵力子为南京国民政府时期中央大员主政西北省份第一人，透过邵力子与甘肃政局的关联，可窥见国民党中央政权对西北的认识水平、统治政策及其控制能力。

| Abstract: | After the Sept.18 Incident,Shao Lizi was authori zed to be in power i n Gansu when the voice of developing the western regions was powerful.Facing the complicated situation in Gansu,Shao Lizi devoted himself to unify military and financial administration.However,due to obstruction from those who actually held power,and lacking in support from central government,his efforts produced littl e effect.Through Shao Lizi,a high-ranking official in KMT(Kuomintang)and the fir st important official in Gansu,we can find that KMT central government's underst anding level and control strategy in Gansu. |
