摘    要:从2001年义务教育均衡发展理念的提出到现在,推进义务教育均衡发展的实践已走过了10多年的时间,在这10多年间我国义务教育均衡发展理念实现了六大转向:即从基础型均衡走向优质型均衡;从均等化均衡走向差异化均衡;从外延式均衡走向内涵式均衡;从意向性均衡走向标准性均衡;从依赖型均衡走向自主型均衡;从效率式均衡走向公平式均衡。

Abstract:Since the concept of balanced development of compulsory education was put forward at 2002, the practice of balanced development of compulsory has gone through 10 years.In the past 10 years,the concept of balanced development of compulsory education was realized six steering:from basic equilibrium to quality equilibrium;from equalization equilibrium to differential equilibrium;from denotative balance to connotative equilibrium ;from intentionality equilibrium to standard equilibrium ;from dependent equilibrium to independent equilibrium; from efficiency balance toward equity balance.
