清代社会保障政策研究

清代在灾荒救济、养老抚幼、救助鳏寡孤独等社会弱者诸多方面都颁布了制度法令,同时,其社会保障事业也得到了社会力量的积极参与,在国家与社会的共同努力下,清代的社会保障措施较为系统全面,收到了一定实际效果,可以说,清代的社会保障政策已经达到封建社会的顶峰。而近代以来,随着社会形势的急剧变化和西潮的冲击,清代的社会保障政策也开始出现某些近代转型的迹象。

The Qing Dynasty has made a lot of regulations and laws about social security, and the social force also takes an active part in the undertaking of social security. With the efforts made by the government and the society, the Qing Dynasty's social security measures are comparatively comprehensive and get some good results to some extent. So we can say that the Qing Dynasty's social security policy has achieved the top of the whole feudal age. During the modern times, with the rapid changes of social situation and the impact from the western countries, the Qing Dynasty's social security policy has shown some changes which indicate the transformation of the modern style.
