劳务输出背景下边境地区村庄治理的现状与思考——以云南省文山州为例

由于地理位置和自然资源禀赋各异,边境地区村庄的发展程度参差不齐。在劳务经济的强大推动下,村庄之间的差距不断扩大,分化进一步加剧。为实现村庄的善治,应分类加强村庄投入,丰富村庄治理的经济资源;应强化村组干部队伍,丰富村庄治理的人力资源;应完善村治体制机制,丰富村庄治理的权威资源;应推进社会管理创新,优化村庄治理的社会环境。

Status and Thoughts on the Governance of Villages in Border Areas with the Background of Labor Export:A Case Study of Wenshan Prefecture

The development of the villages in border areas varies, because of their geographical location and natural resource endowments. Under the strong push of labor economy, the gap among the villages is growing gradually and their differentiation is increasing. In order to achieve good governance of the villages, there are several measures need to be done： the investment should be strengthened according to their classifi cation to enrich the economic resources; the village cadres should be strengthened to enrich human resources; the institutional mechanisms of village governance should be improved to enrich the authoritative resource; social management innovation should be promoted to optimize the social environment.
