| 摘 要： | 小城镇建设对湖南社会经济的发展有着重要意义，湖南的小城镇建设虽取得了一定成就，但也存在着诸如规模小，产生薄弱，基础设施落后等问题。因此，应通过扩容提质，择优扶强，完善小城镇功能，加大改革力度等措施来加快湖南小城镇建设。

| Abstract: | The construction of small towns has great significance to the social and economic development of Hunan province. Though great accomplishments have been achieved in the construction of small towns, there are problems such as small scale, lack of industry and dropping behind in basic establishment. In order to speed up the construction of small towns, we should 1) enlarge their scale and improve their quality, 2) choose and strengthen the construction of county towns and key central towns, 3) perfect their functions gradually, and 4) reform existing systems which restrict the development of small towns. |
