摘    要:近年来,教育公平问题愈来愈成为一个焦点问题。我们要追求的教育公平应该是有效率的公平,是公平和效率的有机统一,是教育的水平性公平和垂直性公平的统一。在义务教育阶段,应偏重于教育的水平性公平、教育权利公平,同时兼顾垂直性公平;在非义务性的中高等教育阶段,应偏重于教育的垂直性公平、教育机会公平,同时兼顾水平性公平。

Abstract:In recent years, fairness in education issue becomes more and more a focus issue. We pursue fairness in education that should be efficiency, organic unity of fairness and efficiency, the unity of educational horizontal fairness and vertical fairness. In the compulsory education stage, it should emphasize on educational horizontal fairness, the right to education fairness, and give consideration to vertical fairness; in the higher education stage, which is non-compulsory, it should emphasize on educational vertical fairness, fairness of education opportunity, giving consideration to horizontal fairness.
