| Abstract: | In this article, the authors explain in a systematic way the guiding ideology, the following principles, training aims, methods, steps and claims of formulating the plans to train persons with a special ability, according to their long - term practice of educational reforms. This article is based on the management of credit system of higher professional and specialized education. It is new and original in conception, clear and definite in views. It has reference and experience value to the management of credit system of higher professional and specialized education, and to the formulation of the plans to train persons of a special ability. |
