摘    要:目前国企经营者工作积极性低、经营行为扭曲、管理腐败现象泛滥具有一定的普遍性.本文在对约束机制失效的原因进行了较深入剖析的基础上,提出了局部创新性建议,力求为今后进一步完善机制和培养造就优秀企业家阶层起到一定的参考作用.

Abstract:Now the managers' work in the state - owned enterprises has no efficiency, operating activities is informal and the administrative corruptions have some universality This indicates that the present encouraged-restrained mechanism designed for the managers is not effective. In order to the formal and practical encouraged-restrained mechanism and increase the enterprises' benefits greatly, it is necessary to make it clear fist The reason why the mechanism is not effective and this is the crux of the matter This paper deeply analyzes the benefit distribution, structural design, opportunism motive and administive appointment systems and it strives to perfect the mechanism further and has some referential function for fringing up the outstanding managers.
