| 摘 要： | 地方新建本科院校处于"跳跃发展"、"文化承启"、"定位探索"等特定时期,必须牢固树立文化建设与办学协同发展的思想观念,确立"文化立校是灵魂、质量兴校是根本、特色发展是关键、人才强校是保障"的办学理念,以达到师生员工思想统一,步调一致,推进院校又好又快发展.
