| 摘 要： | 市场经济条件下,在城乡公共服务中合理划分中央与地方的事权财权,建立配置科学、监督有效的权力运行机制,是当今理顺中央与地方权力关系的主要内容,也是我国政治经济体制改革中的重大理论和实践问题。就此,本文以城乡公共服务为视角,通过疏理城乡公共服务中存在的问题,分析了目前中央与地方之间事权财权划分的现状,探讨完善中央与地方的合理分权体制,并提出了相应的解决思路与对策。

| Abstract: | The writers argue for a proportional allocation of the managing power and financial budget,in the market economy,in the township public services.Scientific budgeting,effective monitoring mechanisms are to be enforced.This is not only the financial or managing allocation,but also an eventful practice of the Chinese reforms on the political economic theory.Detailed analysis of financing status quo is performed and strategies proposed. |
