| 摘 要： | 如何提高科技投入的产出效率对财力不十分丰富的中国有特别意义，本文出发点是突出财政科技投入“引导效率”和衔接功能。在剖析当前存在问题基础上，提出解决问题途径：投入过程体现“商业化特征”，评价标准与商业资本项目评估标准衔接，并保持连续性；科技计划设置上突出科技前瞻报告指导作用，使资金配置表达社会意愿。

| Abstract: | How to enhance the produce efficiency of hi-tech investment has special meaning for China which is not very abundant financial.This paper discusses the investment of science and technology of government channel off and link up business capital,and provides some advices in the basic analysis of the problem:the process of investment incarnates business characters,link up the standard of evaluateand those of business capital and retain continuity.In order to re- flecting the desire of total society,the prognosticating of science and technology should be strengthened in setting special scheme of science and technology. |
