| 摘 要： | 社会监理制在我省已推行多年,但实际实行的监理制并非国家倡导的社会监理制而是一种混合型的监理模式,即业主或建设单位与社会监理单位共同监理的模式.社会监理从属于建设方,监理方不具有规定的独立性,公正性,不能充分发挥社会监理的作用.

| Abstract: | The public supervision system has been with us for some years in our province, but it is not the system advocated by the state but a mixed one. In other words, it is the supervision by the constructor as well as by the public supervisor. The public supervision is subject to the constructor so that the supervisor is neither independent nor fair and can t play its actual role in the supervision process. |
