| 摘 要： | 公民权是现代民主国家的一项基本制度,政府对公民权的保障在多民族国家中是非常重要的,特别是我国各方面发展相对滞后的西北少数民族地区,公民权利的发展经历了一个曲折的过程,在现代化的今天,公民权的保护显得尤为重要,研究西北少数民族地区公民权利的发展和保护,对新时期民族地区公民权的发展完善有着深远的历史意义。

| Abstract: | The civil rights are one essential institution in modern demotratic nation.So,protecting them is very important in a racial diversified country,especially in our northwest ethnic minority where development is relativelly backwarded.The civil rights have experienced a tortuous period.Our modernization makes it significant to protect them.Studying the development and protection of the civil rights in northwest ethnic minority has a significance of history to improve the ethnic rigions' civil rights. |
