调动农民积极性,建设社会主义新农村:韩国的经验借鉴

理论上农民被一致认为是我固社会主义新农村建设的主体,实践中农民的角色却更像旁观者.专家学者和政府官员成了他们的"代言人".如何调动农民的积极性并形成长效机制是当前面临的紧迫课题.而韩国"新村运动"同样有"农民为主体"和"自上而下推动"的基本特征,并在运动初期很好调动了农民参与的积极性,时我国新农村建设很有借鉴意义.本文分析后认为,我国的新农村建设应从解决问题的角度对面临的问题进行分类;了解农民的迫切需要,设计行动项目,吸引农民参与:赋予农民选择和实施项目的独立性和主动权,形成制衡力量;建立培育"能人"的长效机制.

Attracting Farmers to Join in the process of New Countryside Construction:experiences from Korea

In the abstract peasants are considered as principal part of the New Countryside Construction, but in practice peasants looks more like onlookers.
