| 摘 要： | 我国公立高校治理中存在的制度性障碍在于,权力高度集中在校长和书记手中,教师利益代表制度的泛行政化,学生利益代表制度的缺失.制度性障碍背后反映出的是价值的失落,公共利益和学术利益,有效性和效率,民主参与和精英统治是治理结构安排面临的价值性难题.今后,我国公立高校治理需要结构和要素的变革.

| Abstract: | The governance of China's public universities has institutional problems,which are the power centralization,the extensive-administration of faculty interest-expressing,and the absence of student interest-expressing.What behind the institutional problems is the lost of value.Public value and academic value,effect and efficiency,democracy and power elite are the valuable problems.In the future,the governance of China's public universities needs both elemental and structural reforms. |
