| 摘 要： | 许多先秦学（史称先秦诸子）在研究管理问题时，认识到了民众是管理之本，管理要重视和爱护民众，并依从民众的意愿去推行管理，才能顺利实现其管理目标，这就是以民为本的管理之道。
