| 摘 要： | 构建以工促农,以城带乡长效机制,形成城乡一体化发展新格局,是统筹城乡发展核心内容。要形成这一新格局,基础和关键是县域经济的快速发展,而由于存在发展定位不清晰、体制改革过程中被边缘化以及市场化过程中的弱势竞争地位日益等突出问题,制约了县域经济的快速发展,使县域经济难承统筹城乡发展之重。因此,必须从统筹城乡发展的高度认识促进县域经济快速发展的重要性,并从提升战略地位、创新制度体系、加快小城镇建设以及大力发展县域民营经济等方面创新促进县域经济发展的思路和措施。
