大学生就业促进法律体系建构探析

我国已形成了一套大学生就业促进法律体系，这对促进大学生就业有一定保障作用，但也存在政策文件多、法律规定少、主体职责不清、规定过于原则等问题。目前，教育部《普通高等学校毕业生就业工作暂行规定》已不适应形势需要，应该考虑由国务院制定《大学生就业促进条例》。立法中要注意处理好政府责任、高校职责、就业工作转型及大学生就业群体的政策支持等问题，同时在实践中完善配套政策，加强执法检查和政策落实的监督检查。
