摘    要:针对港口国监督(Port State Control,简称PSC)的数据化分析及管理工作还处于初探阶段,尤其是现代数据挖掘理念基本还未引入PSC数据分析等问题,以台湾岛4大港口施行的PSC工作所记录数据信息为背景,基于数据挖掘中关联规则的原理,提出一套现实可行的数据化PSC决策支持算法,并据此算法得出详细的PSC工作指导性建议.在该方法的客观辅助下,可使工作人员的工作效率显著提高;经验不足的PSC工作人员,在没有其他有效信息的辅助下,可依据本算法导出的决策支持清单,找到一条理论上最优化的检查次序.

Abstract:Data analysis and management for Port State Control (PSC) is still at the initial stage. Especially, the concept of modern data mining has not yet been introduced into the basic PSC data analysis. Based on the recorded PSC data of four major ports in Taiwan Island and the association rules of data mining, a PSC decision support algorithm is proposed and a detailed PSC work guide suggestion is drawn. With the aid of the algorithm, PSC officers can significantly improve their work efficiency. According to the decision support list derived by the algorithm, inexperienced PSC staff with no other valid information can theoretically obtain an optimum inspection order.
