债务雪球亟待化解--关于贫困地区村级债务的调查与思考

当前村级负债严重,负债运行比较普遍,已严重制约了农村的发展,加重了农民负担,影响了农村基层政权和社会的稳定。要化解村级债务必须想方设法发展和壮大村级集体经济;必须合理界定债权债务;必须依法行政,清欠降息,减少债务;必须充分发挥村民代表大会作用筹资还债;必须精减机构,强化管理,严格控制新债发生。

It is common that the country committees are running in heavy debt.It is so serious that the social development was drawn back,that the peasants were made to burden too much,and that the basic construction and stability of the society were also affected.The solutions lie in the following:1.Try to develop the economy,especially the collective firms.2.Make the responsibility for the debt payment.3.The government operates by law to reduce the interest and control the amount of debt.4.Try to collect money with the help of peasants committee to pay off the debt.5.Downsize and strengthen the managenment to make it work more efficiently in case of new debt .
