Company and public policies on training: Some European experience

The paper compares public policy on vocational training provided by employers in France, West Germany and the UK, and looks particularly at the way in which responsibilities and costs are shared between government and employers. The paper concludes that fundamental divergencies between training cultures and systems in the three countries require different policies and forms of government intervention.
