| 摘 要： | "递延权力"是国家行政人员掌握的公共权力,经过亲友或身边的工作人员之手,实现私人利益的行为."递延权力"是一种由来已久且在当今社会仍然普遍存在的政治腐败现象;"递延权力"现象的出现,具有复杂的思想根源和社会政治基础;防治"递延权力"必须加强制度建设,有效约束公共权力.

| Abstract: | "Deferred power" is a kind of behavior that the national administrative personnel utilize the public power they grasp to realize their private interest through their relatives, friends or the staff member around them. "Deferred power" is a political corruption phenomenon that existed for a long period of time in history and is still prevailing in the current society; the appearance of the phenomenon of "deferred power" has complicated ideological roots and social and political foundation; to prevent and cure "deferred power", it is essential to strengthen the institutional construction and restrain public power effectively. |
