| 摘 要： | 为应对出口贸易绿色壁垒，我国必须建立和推行以绿色GDP为核心指标的经济发展模式和国民经济核算新体系，必须构建以法制化、信息化为标志的农业生态发展体系。农业出口产品必须实施绿色营销经营战略，对环境侵权行为必须严格实行无过错责任原则，同时要依法惩治环境犯罪行为。

| Abstract: | In order to counteract export trade green barriers, our country must set up and implement an economic development mode and a new system of national economy account whose core indicator is green GDP. We must build an agricultural ecodevelopment system symbolized by legalization and informationization. Agricultural export products must be implemented green marketing strategies. The environment infringements should be strictly practiced the principle of non culpability - based responsibility. Meanwhile, the environment crimes should be punished according to law. |
