| 摘 要： | 虚拟政府是一个新颖的话题,是未来政府形式的大胆设想,该理念来源于企业领域,建基于互联网的使用,侧重组织结构的变革。虚拟政府打破传统政府与社会的割裂,企图消解政府与社会的矛盾,创建一种政府与社会合作生产的模式,从而彻底改变政府与社会的对立。这是虚拟政府的最核心内涵,与和谐社会具有高度的一致性,可以视为建设和谐社会的另类渠道。

| Abstract: | The virtual government is a new topic,a future government form,whose concept comes from enterprises based on the use of Internet.The visual government ends the separation of traditional government and society,tries to solve the conflicts between government and society,develops a new pattern of cooperation,and changes the government-against-society status.This is a core connotation of the visual government,which is in accordance with harmonious agreement,as an alternative way. |
