| 摘 要： | 文化业法制建设贯穿了文化经济体系，意识形态以及政治法律制度上层建筑等诸多领域和诸多方面，是事关国家安全，社会稳定，文化发展的重要社会系统工程，笔者意在紧密结合工作实践和典型案例，从理论上对中国“入世”后八年过滤期内进行文化法制建设的具体目标，原则，重点和基本措施加以探讨。

| Abstract: | The building of legal institutions in cultural industry runs through a variety fields and many aspects of upper class structure, including the system of culture and economic, ideology, politic and legal system. It is an important systematic social project for relating to national security, social stability and the development of culture. What the author means is to connect closely the working practice with typical cases, and in theory to probe into the concrete aims, principles, keys and basic measures, which are included in the building of culture and legal system during eight years'transition after China has been a formal member of WTO. |
