《舒曼计划》、欧洲煤钢条约组织与早期西欧一体化

第二次世界大战后，世界的时势发生了巨大的变化，1950年法国外长舒曼为应变提出了著名的《舒曼计划》，并随后建立了欧洲煤钢条约组织，以此为契机，法国和德国以经济领域中的基础工业为突破口，走上了政治和解、经济一体化之路。《舒曼计划》、欧洲煤钢条约组织是西欧一体化进程的发掘，从这个计划与组织的发展、演变中，我们可看出早期西欧一体化进程的主要特点：1.早期西欧的一体化是西西关系与东西关系发展、演变的产物，它具有浓厚的政治色彩；2.法、德和解、合作是早期西欧一体化进程的基石；3.基础工业的一体化是早期西欧一体化进程的突破口，然后逐步纵深发展，滚动式前进。

The Major Characters of the Early Integration in West Europe from Schuman Plan ,the European Coal and Steel Treaty Organization

After the Second World War, the world situation has experienced great changes. Under great domestic and foreign pressure, the French foreign minister Schuman put forward the famous Schuman Plan in 1950, then the European Coal and Steel Treaty Organization were established. Ever since, France and Germany have taken the road of political reconciliation and economic integration. Schuman Plan and the European Coal and Steel Treaty Organization are the beginning of integration in West Europe. We can probe into the major characters of the early integration in West Europe from this plan and organization: a.It is a result of cold war between U.S.A and U.S.S.R; b.Reconciliation and cooperation between France and Germany are the foundation of the integration; c.
