| Abstract: | Many problems in post allowance distribution system still exist in spite of the achievements the reform of the system has currently made. Solving these problems, we should properly handle the relationship among staff on different posts on the basis of how complicated and intensive the job of the post is and whether it is fulfilled efficiently. Meanwhile, we should lay stress on the orientation and dynamic of the distribution plan and balance the relationship between efficiency and fairness. |
